Sen. Dodd Comments on California Early-Action Budget Pact

Thursday, April 4, 2024

SACRAMENTO – Sen. Bill Dodd, D-Napa, issued the following statement today on an agreement between the Legislature and Gov. Gavin Newsom on a plan to reduce the state’s budget shortfall by $17 billion ahead of an expected vote next week:

“Nobody enjoys cutting the budget, especially when you’re talking about billions of dollars,” Sen. Dodd said. “But we need to be responsible and live within our means – just like families across the state. Now, we are taking clear action towards addressing this outsized shortfall. Senate leader Mike McGuire deserves credit for pushing this through, and I appreciate the governor and Assembly for working with us. Together, we will do the right thing for California.”

The Early Action agreement includes a mix of $17.3 billion in solutions including:

  • $3.6 billion in reductions, primarily to one-time funding
  • $5.2 billion in revenue and borrowing
  • $3.1 billion in delays
  • $3.4 billion in funding shifts from the general to other state funds
  • $2.1 billion in deferrals

The package will be included in a budget bill that will be going into print in the coming days, and the package will be vetted by the legislative budget committees early next week. A budget bill could be taken up for votes in the Assembly and Senate as soon as Thursday, April 11.
