Education:
- SB 226 (Community College Territory Transfers)
Authorizes the California Community Colleges board of governors to reorganize community college districts in a county with three or more districts, where a majority of the population of those districts are located in one or more other counties. Yolo County is the only county in California meeting these criteria.
- SB 438 (School attendance: College and Career Access Pathways Partnerships)
Expands access to College and Career Access Pathways partnerships by adjusting the minimum instructional time requirements for high school students enrolled in these programs.
- SB 486 (Higher Education Enrollment CEQA Exemption)
Removes enrollment growth by a public university as a determinant of population growth for CEQA. This bill instead requires public universities to participate in the development of regional sustainable communities strategies or alternative planning scenarios to account for regional population growth.
- SB 640 (Automatic Admission Program)
Establishes the Automatic Admission Program under which a student graduating from a participating high school or community college is automatically admitted for enrollment into at least one California State University campus – to be designated by CSU -- if they meet the minimum eligibility requirements. This program facilitates a seamless admission process and provides students with a more efficient and transparent path to higher education.
- SB 719 (Education accountability)
Senate Bill 719 strengthens fiscal oversight of local education agencies by requiring the state Controller to strengthen rules for the peer review of financial accounting firms that conduct local educational agency financial and compliance audits.
- SB 744 (Credit for Prior Learning)
This bill would expand the use of credit for prior learning by requiring the California Community College system to establish standards to award credits for students’ training and experience, including certifications, military service, apprenticeships, licenses, and service learning, among others. The legislation requires the chancellor’s office to report by Sept. 1, 2027 on the number of credits awarded.
- SB 790 (Interstate Reciprocity Agreements)
This bill requires the Governor to designate a single state entity to oversee higher education policy, including the state’s new Master Plan for Career Education, and to approve interstate reciprocity agreements with out-of-state higher educational institutions for online courses. Also increases oversight of out-of-state private colleges.
Housing & Transportation
- SB 417 (Affordable Housing Bond)
This bill authorizes $10 billion in general obligation bond funds to support the construction, rehabilitation, and preservation of affordable housing and permanent supportive housing.
- SB 772 (Infill Infrastructure Grant Program)
California’s housing crisis will be solved by building affordable housing in smaller cities and towns, where families and local economies can thrive. The Town Square Revitalization Act of 2025 creates greater opportunities for investment in walkable, livable, vibrant suburban communities across California’s diverse regions.
Government Efficiency
- SB 5 (Enhanced Infrastructure Finance Districts)
This bill excludes enhanced infrastructure financing districts from receiving taxes levied on land subject to the Williamson Act to prevent the misuse of public funds for private objectives and preserve agricultural land.
- SB 299 (Ordinances)
This bill reduces bureaucratic delays and enhances local governments' ability to respond to community needs by allowing ministerial adoption of a zoning ordinance amendment needed to conform with a new general plan or amendment and by enabling an ordinance to be passed five days after its publication, as opposed to "introduction."
Healthcare
- SB 278 (Health Data: HIV Test Results)
Allows Medi-Cal quality-improvement programs to be administered for the benefit of Medi-Cal enrollees living with HIV. This bill will increase use of HIV care best practices such as case management.
- SB 339 (STI Tri-Annual Review)
Restores Medicare reimbursement rates to 100% for STI clinical laboratory tests. This bill will ensure community health centers can adequately serve low-income residents health needs.
- SB 351 (Private Equity in Health Care)
This bill strengthens the current ban on the Corporate Practice of Medicine (Corporate Bar) by granting the Attorney General (AG) the authority to take legal action against private equity groups and hedge funds (PE) that interfere with or exert control over medical practices. The AG’s authority will ensure that healthcare decisions are made exclusively between patients and their physicians, without influence from investors.
Natural Resources: Wildfires, Water & Recycling
Wildfires
- SB 514 (Wildfire Prevention: Accreditation)
Creates an accreditation system for wildfire prevention to allow community best practices to be certified and standardized across the state.
- SB 539 (Wildfire Stricken Schools)
This bill streamlines the state design, permitting and construction process for schools damaged by wildfires, floods, earthquakes, or other natural disasters.
- SB 650 (Delta Reform Act Update)
Refines the Delta Reform Act to establish a 90-day statute of limitations to challenge a Council action, clarifies the definition of a person in the context of the Delta Reform Act to include public agencies, and establishes a severability clause such that the remainder of the Delta Plan remains in effect, even if portions are invalidated by a court.
