Senate District 3 Receiving State Funding to Fight Homelessness

This week Governor Gavin Newsom allotted $145.4 million to the Homelessness Housing, Assistance and Prevention (HHAP) program. These funds will be distributed across eight California regions through Continuum of Care (CoC) organizations working with counties to have a direct impact on California’s homeless population. 

Congratulations to the recipients who put together strong proposals and their long-standing commitment to real results in their communities. Senator Cabaldon knows firsthand how much goes into this process, having led the fight in the California State Senate for HHAP funding as chair of the budget subcommittee that oversees housing and community development.  The work is ongoing, but let’s take a moment to recognize the progress we’ve made.  We’re pleased to announce that Senate District 3 is receiving a significant amount.

Solano County and Vallejo/Solano CoC organizations will get nearly $4.1 million to support operating expenses that sustain existing interim housing including emergency shelter, navigation centers, and transitional housing, directly providing a roof for individuals who are on the street.

In addition, Yolo County, and the Davis/Woodland/Yolo County CoC organizations are getting more than $2.2 million to help at risk individuals maintain existing housing with short term rental assistance, street outreach, and other stabilization programs.

“When we see programs delivering real results—moving people off the streets and into stable housing—our responsibility is to strengthen that investment. California cannot solve homelessness by cutting back. We solve it by funding what works and scaling it statewide,” said Senator Christopher Cabaldon. 

As the author of the Affordable Housing Bond Act of 2026, Senator Cabaldon is a supporter of solutions aimed at expanding affordable rental housing, homeownership opportunities, and permanent supportive housing for individuals experiencing homelessness.
