Sen. Dodd’s Napa Housing Bill Advances

SACRAMENTO – Legislation from Sen. Bill Dodd, D-Napa, that would allow the long-sought Napa Pipe mixed-use development to proceed, creating much-needed low-income housing, has cleared a key committee.

“This critical housing project must move forward so that we can create more affordable and market-rate housing in our community,” Sen. Dodd said. “This bill allows the city and county to address our workforce needs while helping to reduce commuter traffic.”

The 154-acre Napa Pipe project, which calls for 945 housing units over several phases and a retail development, is spread across two jurisdictions – the city of Napa and Napa County. Senate Bill 235 would authorize the two public entities to enter an agreement to share credit for building homes in mandated annual reports to the Department of Housing and Community Development. The County of Napa, with support from the City, had requested the change in state law.

Supporters from the city and county spoke to the Senate Housing Committee Tuesday before members voted to advance the bill.

“The Legislature is looking to municipalities to build housing,” Napa County Supervisor Ryan Gregory said. “SB 235 will result in significant housing in Napa County at a time when it is critically needed.”
